Cyber threats pose 'stealthy, insidious' danger: defense chief

ABOARD A U.S. MILITARY AIRCRAFT (Reuters) - Defense Secretary Chuck Hagel said on Friday that cyber threats posed a "quiet, stealthy, insidious" danger to the United States and other nations, and called for "rules of the road" to guide behavior and avoid conflict on global computer networks.

Hagel said he would address cyber security in his speech on Saturday to the Shangri-La Security Dialogue in Singapore and the issue was likely to come up in a brief meeting with Chinese delegates on the margins of the conference.

"Cyber threats are real, they're terribly dangerous," Hagel told reporters on his plane en route to the gathering. "They're probably as insidious and real a threat (as there is) to the United States, as well as China, by the way, and every nation."

Cyber conflict could lead to "quiet, stealthy, insidious, dangerous outcomes," from taking down power grids to destroying financial systems or neutralizing defense networks, Hagel said.

"That's not a unique threat to the United States, (it affects) everybody, so we've got to find ways here ... working with the Chinese, working with everybody, (to develop) rules of the road, some international understandings, some responsibility that governments have to take," he said.

Hagel's remarks came two days after news reports said the Defense Science Board - a committee of civilian experts who advise the Defense Department - had concluded that Chinese hackers have gained access to the designs of more than two dozen major U.S. weapons systems in recent years. The Pentagon downplayed the report as outdated and overstated.

But the Defense Department underscored its concerns about Chinese hacking in a separate report to Congress earlier this month, accusing Beijing of using cyber espionage to modernize its military.

The report said the U.S. government had been the target of hacking that appeared to be "attributable directly to the Chinese government and military."

President Barack Obama has made cyber security a priority of the administration and will discuss his concerns with Chinese President Xi Jinping in a meeting in California next week, White House spokesman Jay Carney said earlier this week.

Hagel told reporters on his plane to Singapore that he had invited Chinese Defense Minister Chang Wanquan to visit the United States and a trip was being organized for August.

Asked whether it was effective to deal with the issue by publicly naming China, Hagel said he thought both public diplomacy and private engagement were necessary. Public statements are necessary to let people know what is going on, he said, but it doesn't solve problems.

"The United States knows ... where many of these incursions come from," Hagel said. "It's pretty hard to prove that they are directed by any specific entity, but we can tell where they come from. And I think we've got to be honest about that."

The problem will ultimately be solved by more private discussions, he added. "But it has to be public as well and we'll deal with this. We must deal with this. This is a very dangerous threat to all of us."

Hagel is due to spend two days at the Shangri-La dialogue, engaging in bilateral and trilateral meetings with his Asian counterparts. He helped gain support for the annual dialogue as a U.S. senator more than a decade ago and was a leader of the first U.S. congressional delegation to the event.

After Singapore, Hagel will travel to a NATO ministerial meeting in Brussels that will hold its first review of cyber defense, a sign the issue is climbing to the top of the alliance's agenda due to concerns its infrastructure and secrets are vulnerable.

NATO Secretary-General Anders Fogh Rasmussen has said NATO systems face "regular" computer attacks. Of particular concern are the systems used to coordinate military actions among the 28 allied nations.

Hagel said cyber security would be a centerpiece of the NATO defense ministers meeting, adding "we all need to find ways, international standards, agreements" to commit to responsible use of cyber and "deal with these real threats."

Radiation poses manned Mars dilemma

Nasa's Curiosity rover has confirmed what everyone has long suspected - that astronauts on a Mars mission would get a big dose of damaging radiation.

The robot counted the number of high-energy space particles striking it on its eight-month journey to the planet.

Based on this data, scientists say a human travelling to and from Mars could well be exposed to a radiation dose that breached current safety limits.

This calculation does not even include time spent on the planet's surface.

When the time devoted to exploring the world is taken into account, the dose rises further still.

This would increase the chances of developing a fatal cancer beyond what is presently deemed acceptable for a career astronaut.

Cary Zeitlin from the Southwest Research Institute in Boulder, Colorado, and colleagues report the Curiosity findings in the latest edition of Science magazine.

They say engineers will have to give careful consideration to the type of shielding that is built into a Mars-bound crew ship. However, they concede that for some of the most damaging radiation particles, there may be little that can be done to shelter the crew other than to get them to Mars and the partial protection of its thin atmosphere and rocky mass as quickly as possible.

At the moment, given existing chemical propulsion technology, Mars transits take months.

"The situation would be greatly improved if we could only get there quite a bit faster," Dr Zeitlin told BBC News.

"It is not just the dose rate that is the problem; it is the number of days that one accumulates that dose that drives the total towards or beyond the career limits. Improved propulsion would really be the ticket if someone could make that work."

New types of propulsion, such as plasma and nuclear thermal rockets, are in development. These could bring the journey time down to a number of weeks.

Curiosity travelled to Mars inside a capsule similar in size to the one now being developed to take astronauts beyond the space station to destinations such as asteroids and even Mars.

For most of its 253-day, 560-million-km journey in 2011/2012, the robot had its Radiation Assessment Detector (RAD) instrument switched on inside the cruise vessel, which gave a degree of protection.

RAD counts the numbers of energetic particles - mostly protons - hitting its sensors.

The particles of concern fall into two categories - those that are accelerated away from our dynamic Sun; and those that arrive at high velocity from outside of the Solar System.

This latter category originates from exploded stars and the environs of black holes.

These galactic cosmic rays (GCRs) impart a lot of energy when they strike the human body and will damage DNA in cells. They are also the most difficult to shield against.

Earth's thick atmosphere, its magnetic field and its huge rock bulk provide protection to people living on its surface, but for astronauts in deep space even an aluminium hull 30cm thick is not going to change their exposure to GCRs very much.

The RAD data revealed an average GCR dose equivalent rate of 1.84 milliSieverts (mSv) per day during the rover's cruise to Mars. (The Sievert is a standard measure of the biological impacts of radiation.) This dose rate is about the same as having a full-body CT scan in a hospital every five days or so.

Number reassessment

Dr Zeitlin and his team used this measurement as a guide to work out what an astronaut could expect on a Mars mission, assuming he or she had a similarly shielded spacecraft, travelled at a time when the Sun's activity was broadly the same and completed the journey in just 180 days - Nasa's "design reference" transit time for a manned mission to Mars. They calculated the total dose just for the cruise phases to and from Mars to be 660mSv. The team promises to come back with the additional number from surface exposure once Curiosity has taken more measurements at its landing location on the planet's equator.

But even this 660mSv figure represents a large proportion of the 1,000mSv for career exposure that several space agencies work to keep their astronauts from approaching. Reaching 1,000mSv is associated with a 5% increase in the risk of developing a fatal cancer. There would likely be neurological impairment and eyesight damage as well. Nasa actually works to keep its astronauts below a 3% excess risk.

"If you extrapolate the daily measurements that were made by RAD to a 500-day mission you would incur exposures that would cause most individuals to exceed that 3% limit," explained Dr Eddie Semones, the spaceflight radiation health officer at Nasa's Johnson Space Center, who added that experts were reviewing the restriction.

"Currently, we're looking at that 3% standard and its applicability for exploration-type missions, and those discussions are going forward on how to handle that and what steps need to be taken to protect the crew."

All this should be set against the dangers associated with space travel in general, such as launching on a rocket or trying to land on another planet. It is a dangerous business.

It also needs to be considered in the context of the risks of contracting cancer during a "normal" lifetime on Earth, which is 26% (for a UK citizen).

Complex calculation

The space agencies have quite deliberately set conservative limits for their astronauts but it seems clear they would have to relax their rules somewhat or mitigate the risks in some other way to authorise a Mars mission.

However, the scenario for commercial ventures could be very different. Two initiatives - Inspiration Mars and Mars One - have been announced recently that propose getting people to Mars in the next 10 years using existing technologies.

Privateer astronauts that participate in these projects may regard the extra risks associated with radiation to be an acceptable gamble given the extraordinary prize of walking on the Red Planet.

Dr Kevin Fong is director of the Centre for Space Medicine at University College London, UK, and has written about the dangers associated with space exploration. He said that what Dr Zeitlin and colleagues had done was help remove some of the uncertainty in the risk assessment.

"Radiobiology is actually really tricky because how the body will respond to exposure will depend on many factors, such as whether you're old or young, male or female," he told BBC News.

"What's important about this study is that it characterises the deep space radiation environment for the first time in a vehicle whose shielding is not orders of magnitude different from that which you would expect to put a human crew inside."

The world's highest peak is so crowded with climbers that some are seriously considering installing a ladder on the famed Hillary Step to ease congestion. While the ladder is intended for use for those descending from the peak, the proposal still casts Mt. Everest's long-running overcrowding issue into stark relief.?

"Most of the traffic jams are at the Hillary Step because only one person can go up or down. If you have people waiting two, three or even four hours that means lots of exposure [to risk]. To make the climbing easier, that would be wrong. The story of Everest's epic traffic jam has been bubbling under the surface for awhile. National Geographic, for instance, has a great piece on Everest crowds in their June issue, marking the 60th anniversary of Edmund Hillary's ascent to the peak. The magazine proposes several other options for fixing Everest's crowd problem, none of which involve a ladder. Their solutions include fewer permits, certifying climbers for experience, reducing team size, and making sure litter (and bodies) are removed from the mountain.?

How can you tell who owns a car, or even what kind of car it is, when it is battered, mud-caked and nearly unrecognizable? You rely on the vehicle identification number.

So far, there have been more than 12,600 auto insurance claims resulting from Oklahoma?s recent tornadoes. Some of these claims are total losses; others are for anything from hail damage to windshields blown out by flying debris.

If a car is a total loss, it is considered beyond repair or it is determined that it would cost more to repair it than the car is worth. Among the basic coverage types for auto insurance is comprehensive coverage, which pays for damage from natural disasters. If you are making payments on a car, the lender requires comprehensive coverage. While this is optional coverage for those who have paid in full for their cars, many choose it to protect their investment in their vehicle.

How insurers pay total loss claims for cars

Auto insurance provides comprehensive coverage on an actual cash value (ACV) basis, which means the insurance company owes what the car is worth in the local market area at the time of the loss. To determine what that cost is, insurers get quotations from qualified dealers in the area or check nationally recognized sources, such as Kelley Blue Book or the NADA Guide from the National Automobile Dealers Association.

Full replacement cost coverage is not available under a typical auto policy, although some insurers provide new car replacement for a limited number of years if the auto is insured when new.

If you are financing a vehicle that was totaled by the tornado, the insurer is likely to issue a claim check with both your name and the lien holder?s name on it. You and your lender will then agree on how to release that claims money.

Sometimes, the loan amount is more than the ACV value of the car. Many people in this situation have extra coverage through a Guaranteed Auto Protection (GAP) endorsement on their auto policy or through a separate GAP policy.

If you disagree with the auto valuation

Ask your claims adjuster to explain how the settlement amount was derived. If you still disagree, you can ask for an appraisal of the loss. There is a specific provision in the policy for appraisal which lists the responsibility of both parties, so check your insurance policy for this information.

If you remain dissatisfied, discuss your concerns with your insurance company before cashing the check. You?ll want to understand if cashing the check releases the insurer from further liability; many times this information is on the back of the check.

If you decide you want to hang onto a salvaged vehicle, you would be responsible for the cost of repairs.

Task master: Categorizing rewards improves motivation

May 29, 2013 ? What truly inspires individuals to perform at their very best? When it comes to motivating others and ourselves, it turns out offering rewards in defined categories, even when they are largely meaningless, can heighten motivation. According to recent research co-authored by Scott S. Wiltermuth, assistant professor of management and organization at USC's Marshall School of Business, even if the rewards are the similar -- and the categories arbitrary -- the very act of segmenting rewards motivates people to perform better and longer, even on menial tasks.

Wiltermuth's study, "'l'll Have One of Each': How Separating Rewards into (Meaningless) Categories Increases Motivation," co-authored with Francesca Gino, associate professor of business administration at Harvard University, was published in the Journal of Personality and Social Psychology. Through the study, Wiltermuth and Gino found that individuals were more motivated by obtaining one reward from one category and an additional reward from a separate category than by choosing two rewards from a pool that included all items from either reward category. As a result, they worked longer when potential rewards for work were separated into categories regardless of the prize value. Categorizing rewards had positive effects on motivation by increasing the degree to which participants felt they would "miss out" if they did not obtain the second reward.

In a series of six related experiments, participants were asked to do mundane tasks for either 10- or 20-minute increments for a set number of rewards. Items from a dollar store were presented as prizes.

In the first experiment, participants were told that if they transcribed copy for 10 minutes they could take home one item, and if they worked for 20 minutes they could take two items. The first group was told they could take two items from either bin, while another group was told they could take one item from one bin and, if they worked longer, a second item from the second bin. The researchers found that while only 10 percent of those who could take items from either bin without conditions transcribed for 20 minutes, 34 percent of the group whose prizes were from segmented categories did so. Thus, mentally separating these perks into bins or categories increased participants' time commitment to the transcription by playing into their desire to minimize the risk of "missing out."

In a later experiment to test the "missing out" theory, the researchers again offered items from two bins, plus an added condition whereby there were four different bins from which to choose. When four bins were present, telling participants that they could select one item from one category and another from a second category did not improve motivation. Participants were not as excited by obtaining the second reward because there were still two more categories or bins that remained inaccessible.

"It was really the desire to eliminate the fear of missing out that led to people work hard when there were two different categories," said Wiltermuth. "If they couldn't eliminate the fear of missing out, which would be the case when they had more categories of items, they didn't work very hard. They were at levels comparable to the single category."

"This also could apply to individual goals in the context of, dieting, for example. Wiltermuth, said, "If I drop five pounds, I might get this type of reward. If I drop another five pounds, I'm going to get another type of reward."

In sum motivation boils down to this says Wiltermuth, "Instead of presenting one big reward, set up a few small rewards. Even if they're not all that different, making people think they are different can get people to devote increased effort in pursuit of those goals." "Creating excitement just simply by categorizing rewards could be a key way to get people to try harder, and devote more time to tasks."

Adam Bernstein to direct FX's 'Fargo' premiere

NEW YORK (TheWrap.com) - Emmy Award-winning director Adam Bernstein has signed on to direct the premiere hour of FX's first limited series, "Fargo."

The "Breaking Bad" and "Rescue Me" veteran won his Emmy for "30 Rock." He also directed the premiere of "Alpha House," one of five new shows ordered by Amazon on Wednesday.

"Fargo," a 10-episode series inspired by the 1996 Coen brothers film of the same name, will feature a new crime story but retain the original's humor and darkness. Production begins this fall, and the show is expected to debut in spring 2014.

It is written by Noah Hawley ("The Unusuals," "My Generation") and executive-produced by Hawley, Joel and Ethan Coen, and Warren Littlefield. Berstein, who is represented by ICM Partners, will also executive produce the premiere. FX Productions and MGM Television produce.

The film "Fargo" was nominated for seven Academy Awards. The Coens won for Best Original Screenplay and Frances McDormand won for Best Actress. It was named as one of the 100 Greatest American Movies by the American Film Institute.

G4 to relaunch as Esquire Network in September

LOS ANGELES (AP) ? The geek-flavored G4 channel will become the Esquire Network in September.

NBCUniversal on Wednesday announced the rebranded channel's Sept. 23 launch date. The channel is the namesake of Esquire magazine and is aiming to draw a similar audience of upscale males.

Comcast Corp.'s NBCUniversal and Hearst Corp. are the partners behind the Esquire Network, which is an NBCUniversal Cable Entertainment unit.

Esquire Network's lineup will include original programming including cooking and travel shows, a series about professional horse race handicappers, and another about American breweries. It also will air reruns, including "Late Night with Jimmy Fallon" and "Parks and Recreation."

The channel's debut will include a two-hour special on Esquire magazine's 80th anniversary, which falls in October.

Cosmic glitch: Astronomers discover new phenomenon in neutron star

May 29, 2013 ? The physics behind some of the most extraordinary stellar objects in the Universe just became even more puzzling.

A group of astronomers led by McGill researchers using NASA's Swift satellite have discovered a new kind of glitch in the cosmos, specifically in the rotation of a neutron star.

Neutron stars are among the densest objects in the observable universe; higher densities are found only in their close cousins, black holes. A typical neutron star packs as much mass as half-a-million Earths within a diameter of only about 20 kilometers. A teaspoonful of neutron star matter would weigh approximately 1 billion tons, roughly the same as 100 skyscrapers made of solid lead.

Neutron stars are known to rotate very rapidly, from a few revolutions per minute to as fast as several hundred times per second. A neutron star glitch is an event in which the star suddenly begins rotating faster. These sudden spin-up glitches have long been thought to demonstrate that these exotic ultra-dense stellar objects contain some form of liquid, likely a superfluid.

This new cosmic glitch was detected in a special kind of neutron star -- a magnetar -- an ultra-magnetized neutron star that can exhibit dramatic outbursts of X-rays, sometimes so strong they can affect Earth's atmosphere from clear across the galaxy. A magnetar's magnetic field is so strong that, if one were located at the distance of the Moon, it could wipe clean a credit card magnetic strip here on Earth.

Now astronomers led by a research group at McGill University have discovered a new phenomenon: they observed a magnetar suddenly rotate slower -- a cosmic braking act they've dubbed an "anti-glitch." The result is reported in the May 30 issue of Nature.

The magnetar in question, 1E 2259+586 located roughly 10,000 light years away in the constellation of Cassiopeia, was being monitored by the McGill group using the Swift X-ray telescope in order to study the star's rotation and try to detect the occasional giant X-ray explosions that are often seen from magnetars.

"I looked at the data and was shocked -- the neutron star had suddenly slowed down," says Rob Archibald, lead author and MSc student at McGill University. "These stars are not supposed to behave this way."

Accompanying the sudden slowdown, which rang in at one third of a part per million of the 7-second rotation rate, was a large increase in the X-ray output of the magnetar, telltale evidence of a major event inside or near the surface of the neutron star.

"We've seen huge X-ray explosions from magnetars before," says Victoria Kaspi, Professor of Physics at McGill and leader of the Swift magnetar monitoring program, "but an anti-glitch was quite a surprise. This is telling us something brand new about the insides of these amazing objects." In 2002, NASA's Rossi X-ray Timing Explorer satellite also saw a large X-ray outburst from the source, but in that case, it was accompanied by a more usual spin-up glitch.

The internal structure of neutron stars is a long-standing puzzle, as the matter inside these stars is subject to forces so intense that they are presently not re-creatable in terrestrial laboratories. The densities at the hearts of neutron stars are thought to be upwards of 10 times higher than in the atomic nucleus, far beyond what current theories of matter can describe.

The reported anti-glitch strongly suggests previously unrecognized behaviour inside neutron stars, possibly with pockets of superfluid rotating at different speeds. The researchers further point out in the Nature paper that some properties of conventional glitches have been noted to be puzzling and suggestive of flaws in the existing theory to explain them. They are hoping that the discovery of a new phenomenon will open the door to renewed progress in understanding neutron star interiors.

Good Samaritan rescues 3 after car crashes into swimming pool

A grandmother and her two granddaughters have a good Samaritan to thank for their safe rescue after they drove into a swimming pool.

The scary incident happened on Tuesday afternoon in Yorba Linda, Calif. Neighbor Anita Campbell heard what sounded like an explosion and children crying, and she took action.

She found a car with the 66-year-old grandmother and her two grandchildren, ages 6 and 9, submerged in her neighbor?s pool. The driver had apparently lost control while driving down a hill, crashed through a brick wall and landed in the water.

?I couldn?t get the doors open in the car. Luckily, the two windows on the passenger side were open. I had the girls unbuckle and come out to me,? Campbell told local station KCAL9. Then she got the grandmother to also get out through a window.

?It was just timing. I just felt I needed to get them out of the car as fast as I could,? Campbell added.

The three victims were taken to the hospital and reported to be in stable condition.

INRS pays tribute to 1 of the world's leading optics experts

INRS University awarded an honorary doctorate to professor emeritus George Stegeman of the University of Central Florida at its convocation, which took place in Montreal on May 25, 2013. In doing so, INRS acknowledged Professor Stegeman's remarkable contribution to optics and photonics research and education in Canada and around the world.

"Curiosity is essential to being a good scientist. It's the starting point on the road to innovation and technology. When I was very young, I created my own models with a Meccano building set. My successes and failures taught me perseverance, a valuable life lesson for forging a career in research," said Professor Stegeman during his speech encouraging graduates to pursue their careers in Canada.

Professor George Stegeman received a Ph.D. in physics at the University of Toronto, where he began his university career before joining the University of Arizona, then the University of Central Florida as the first recipient of the Cobb Family Chair in Optical Sciences and Engineering from 1990 to 2008. Since then, he has been professor emeritus at the University of Central Florida College of Optics and Photonics. He also held a teaching and research chair at the King Fahd University of Petroleum and Minerals College of Engineering in Saudi Arabia from 2010 to 2013.

Recognized as a world leader in nonlinear optics, Professor Stegeman is considered a pioneer in this research field, which developed with the appearance of lasers. Through his numerous scientific contributions in internationally renowned journals (over 700), he has helped bring credibility to this science. His innovative research, which paved the way for optical telecommunications system applications, has also earned him many accolades, including the R.W. Wood Prize from the Optical Society of America.

Throughout his career, Professor Stegeman has shown a very acute sense of responsibility with regard to science. He has been highly involved in educating new generations of scientists and has been a mentor to a number of physicists and young researchers wishing to follow in his footsteps and explore the possibilities of nonlinear optics. Professor Roberto Morandotti of the INRS nergie Matriaux Tlcommunications Research Centre is a fine example.

In China, US official promotes military ties

BEIJING (AP) ? U.S. National Security Adviser Tom Donilon pushed Tuesday for stronger military relations with China, on the final day of a visit to Beijing to set the stage for a summit next month between President Barack Obama and China's Xi Jinping.

Nontraditional military activities such as peacekeeping, disaster relief and anti-piracy operations offer opportunities to boost cooperation and "contribute to greater mutual confidence and understanding," Donilon told Gen. Fan Changlong, a vice chairman of the commission overseeing China's armed forces.

A "healthy, stable, and reliable military-to-military relationship" is an essential part of overall China-U.S. ties, Donilon said at the start of the meeting at China's hulking Defense Ministry building in central Beijing.

Donilon met with a range of Chinese officials over two days to hammer out plans for the June 7-8 summit, the first face-to-face meeting between the presidents since Obama's re-election and Xi's promotion to Communist Party chief last November.

Their informal summit at the private Sunnylands estate of the late publishing tycoon Walter Annenberg in southern California will come months before the two leaders had been originally scheduled to meet, underscoring concerns that the U.S-China relationship was drifting.

Xi told Donilon on Monday that relations were at a critical juncture, and that the sides must now "build on past successes and open up new dimensions for the future."

Building trust between their militaries is one of the main challenges the sides face in seeking to stop a drift in relations, troubled by issues from trade disputes to allegations of Chinese cyberspying.

A White House statement issued after Tuesday's meeting emphasized the need to cooperate further on North Korea, cyber-security, climate change and stability in Asia. It called the upcoming summit a "unique and important opportunity" to discuss U.S.-China relations and regional and global challenges facing both countries.

Although Washington and Beijing have talked about boosting military cooperation for more than a decade, distrust runs high and disagreements over Taiwan, North Korea and China's assertive claims to disputed territories in the East and South China seas remain potential flashpoints.

The U.S. has repeatedly questioned the purpose of China's heavy military buildup over the past two decades, while Beijing is deeply suspicious of Washington's new focus on military alliances in Asia and plans to redeploy more weaponry and troops to the Asia-Pacific region.

Steps to increase benign interactions between their militaries have been modest so far, including joint anti-piracy drills in the Gulf of Aden and a classroom natural disaster response simulation. The U.S. has also invited China to take part in large U.S.-led multinational naval exercises, though China has not said if it would participate.

Apart from purely military issues, distrust has deepened as the U.S. feels its world leadership challenged and China, its power growing, demands greater deference to its interests and a larger say over global rule-setting. Chinese officials and state media regularly say Washington is thwarting China's rise by hemming Beijing in through its Asian alliances and discouraging Chinese investment in the U.S. on grounds of national security.

East Texas man sentenced on third DWI charge

SMITH COUNTY, TX (KLTV) -

Dallas John Henry Sparks, 65, was sentenced on a third DWI charge on Tuesday. Sparks was arrested on January 11.?

Sparks appeared before Judge Christi Kennedy in Smith County where he pleaded not guilty to the felony charge. His previous two DWI charges are from June 5, 2008 and June 22, 1987.

Sparks was sentenced to ten years in prison, but because this is his first felony offense, he will receive ten years of probation.?
